The Building Division page takes the position that any new construction needs a building permit, then spells out what that covers: houses, commercial buildings and new commercial signage; additions, remodels and basement finishes; porches and decks; garages, carports and other accessory buildings; sheds larger than 200 square feet; pools and pool houses; retaining walls taller than 4 feet as measured up from the footing base; fences above 6 feet, measured the same way; and any change to a plumbing, heating or electrical system. The codes in force in Pleasant Grove are the 2021 IRC as amended by Utah, the 2021 IBC, 2021 IMC, 2021 IPC, 2021 IECC, 2021 IFGC, 2021 IEBC, 2021 ISPSC and the 2020 NEC.
