The Building Division page (https://www.pgcityutah.gov/departments/community_development/building.php) lists 'Fences >6ft Height from Bottom of Footing' among the work requiring a building permit, implying fences at or below 6 feet do not need one. The city's FAQ (https://www.pgcityutah.gov/departments/community_development/faqs.php) instead states that a permit is needed for a new or a replacement fence with no height qualifier, and that there is no fee for the permit.
