Do you need a permit?
Riverton requires a permit for general building work.
Riverton names three things that can be built without a building permit. First, a detached single-story accessory building — garden shed, playhouse or similar — where floor area stops at 200 square feet and height stops at 16 feet; setback rules still apply to it. Second, a retaining wall of 4 feet or under, sized from the footing base to the wall's highest point, with nothing adding load behind it. Third, a fence of 6 feet or less. Riverton also points out that the permit requirement comes from both Utah state law and city ordinance and exists to protect life safety, and that building without a required permit is a class B misdemeanor.
