Syracuse requires a permit for general building work.

When a permit is not required

Syracuse publishes a two-column handout of work that does and does not need a building permit. No building permit is needed for general landscaping, concrete sidewalks on private property, unroofed concrete porches and patios sitting under 30 inches off the ground, free-standing uncovered wood decks below that same height, minor roof repairs such as shingle replacement, fence repairs, floor coverings, painting and wallpapering, replacing plumbing fixtures, replacing cabinets and countertops, adding insulation, changing light fixtures, switches or outlets, alarm systems, single-story detached sheds of 200 sq ft or smaller on one- and two-family lots (120 sq ft or smaller in commercial or multi-family settings, where site plan approval is still required), retaining walls under 4 feet as sized from the footing base, above-ground pool kits shallower than 24 inches, and fences up to 7 feet tall other than masonry or concrete ones. Curb or driveway cuts need a Public Works permit instead. The handout states the lists are not all-inclusive.
