Syracuse requires a permit for a deck.
A building permit is required for a deck standing over 30 inches off the ground, covered or not. Free-standing uncovered wood decks below that height appear on the city list of work needing no building permit, as do unroofed concrete porches and patios under the same 30 inch limit.
