West Jordan publishes NO retaining-wall building permit height threshold. The commonly assumed four-foot trigger is unverified for this city and is deliberately not asserted here. What the code does contain is a zoning restriction, not a permit trigger: West Jordan Municipal Code 13-8-4 (Clear Vision Area) provides for interior lots that no retaining wall higher than thirty six inches (36 inches) shall be permitted, and that no wall, fence, opaque hedge or screening material higher than forty eight inches (48 inches) shall be permitted within a required front yard; on corner lots, clear vision areas follow the City's Public Improvement Standards, Specifications and Plans Manual. These are prohibitions on height in the clear-vision and required-front-yard context rather than thresholds above which a permit becomes available.
