Do you need a permit?
Richmond does not require a permit for a re-roof.
Replacement of roof covering or siding on one- and two-family dwellings, townhouses and similar residential occupancies is treated as an ordinary repair and does not require a building permit where the nominal design wind speed is not greater than 100 miles per hour. Replacement of 100 square feet or less of roof covering is exempt in all occupancies and all wind zones, and replacement of 256 square feet or less of roof decking is exempt in residential occupancies unless that decking was originally required to be fire-retardant-treated or otherwise protected. Replacement siding, roofing and windows on a building in a City Old and Historic District are not exempt and require a permit, and a permit may also be required for otherwise exempt work located in a special flood hazard area.
