408 PRIME COAT 408.1 Description. This work shall consist of preparing and treating an existing surface with bituminous material in accordance with these specifications, as shown on the plans or as directed by the engineer. 408.2 Material. The type and grade of bituminous material will be specified in the contract. Liquid asphalt may be changed one grade by the engineer during construction at no change in the contract unit price.
