408.03 Prime Coat
Re-apply tack at a rate that ensures proper bonding if the tack loses its adhesive properties or is damaged by traffic before being covered by the next surfacing layer, as directed by the Resident Engineer, at no additional cost to the Department.
407.05 Method of Measurement
The Resident Engineer will measure the volume of Emulsion for Fog Sea l, Tack Coat , and NT Tack Material as delivered, before dilution. The Resident Engineer will measure bituminous material by the gallon [liter] or ton [metric ton].
407.06 Basis of Payment
The Department will pay for each pay item at the contract unit price per the specified pay unit as follows: Pay Item: Pay Unit:

C.NT TACK MATERIAL Gallon [Liter] The Department considers the cost of water for dilution to be included in the contract unit price for Fog Seal and Tack Coat .
408.01 Description
This work consists of preparing and treating a surface with bituminous and blotter material. Cutback. A mixture of asphalt and petroleum solvent. Residual Asphalt Content. The amount of asphalt remaining on the pavement surface after the petroleum solvent evaporates. MC-30 and MC -70. Cutbacks with resi dual asphalt contents of at least 50 percent and 55 percent, respectively.
408.02 Materials
Provide materials in accordance with Subsection 708.03, “Asphalt Materials,” for MC -30 and MC -70. In ODEQ designated non -attain ment air quality counties, an emulsion may be used at the same percent residual application rate.
408.03 Equipment
Provide distributors, heating equipment, and supply tanks in accordance with Subsection 401.03, “Equipment.” PRIME COAT 408.05
408.04 Construction Methods
A.Weather Limitations Apply the prime coat when the ambient temperature is above 50°F [10°C] as weather allows. Measure ambient temperature in the shade, 4 ft [1.2 m] above the ground, and away from artificial sources of heat.
B.Preparation of Surface Remove loose material from the roadbed (subgrade or base) before applying the prime coat to ensure maximum penetration of the prime coat.
C.Priming Subgrades or Bases That Are Non -Cohesive When friable or non -cohesi ve materials are encountered in the surface to be primed, the bituminous material shown on the Plans may be changed to an asphalt emulsion subject to the approval of the Resident Engineer. The bituminous materials shown on the Plans may also be changed to an asphalt emulsion in those areas of the State in which the use of cutback asphalt is prohibited. Sprinkling water with asphalt emulsion added may be used in the final operations of sprinkling, manipulation, shaping, and rolling of the subgrade or base. Additional applications may be made if necessary to form a firm, bonded working table.
D.Application of Bituminous Material Uniformly spread the as delivered bituminous prime material on the roadbed surface as shown on the plans using a pressure distribu tor at a rate from 0.100 gal/yd² to 0.400 gal/yd² [0.455 L/m² to 1.810 L/m²] as directed by the Resident Engineer. Apply prime coat to no more than half the roadway width at one time if maintaining traffic on the roadway surface. Blot excess prime coat wi th sand or screened material. Maintain one -way traffic on the untreated portion of the roadbed surface. As soon as the surface and blotter sand absorb the bituminous material, transfer traffic to the treated portion, and apply prime coat to the remaining section of roadbed surface. Correct deficiencies in prime coat application at no additional cost to the Department. Do not apply successive applications of bituminous materials or other layers until the prime coat penetrates the roadway surface and hardens .
E.Application of Blotter Material Spread blotter material on the roadway surface to absorb excess bituminous material in accordance with Subsection 403.04.J, “Maintenance ,” if the bituminous material fails to penetrate within the specified time and traffic must use the roadway surface .
408.05 Method of Measuremen T

409.01 Description
This work consists of applying reinforcement fabric for asphalt pavement.
409.02 Materials
Provide materials in accordance with the following subsections: Material: Subsection: Reinforcement Fabric 712.0 1 Asphalt Cement 708.03
409.03 Equipment
A.Distributors Provide distributors in accordance with Subsection 401.03, “Equipment.” Ensure the distributors have hand sprayers.
B.Fabric Laydown Equipment Provide mechanical fabric laydown equipment capable of handling and placing full or partial rolls of fabric smoothly.
C.Miscellaneous Equipment Provide miscellaneous equipment, incl uding: Stiff bristle brooms, to smooth the fabric; Scissors or blades, to cut the fabric; and Brushes, to apply bituminous binder to fabric overlap at spliced joints.
D.Pneumatic -Tired Rollers Provide pneumatic -tired rollers in accordance with Subsection 401.03, “Equipment.”
