When a permit is not required

Irvine publishes a "Permits Not Required" list that mirrors the standard California Building/Residential Code exemptions: one-story detached tool sheds and playhouses on a single-family site up to 120 sq ft, platforms/walks/driveways not more than 30 inches above grade and not over a story below, fences up to 7 feet, retaining walls up to 4 feet measured from the bottom of the footing (unless supporting a surcharge or impounding flammable liquids), like-for-like window replacement in the same opening dimensions, and painting/finish work. Everything else needs a permit.
