Irvine requires a permit for a deck.
Irvine's permits-not-required list exempts platforms, walks and driveways that are not more than 30 inches above grade and not located over a basement or story below. A low ground-level deck under that 30-inch trigger needs no building permit; anything raised above it, or attached in a way that carries load, does.
