Do you need a permit?
Irvine requires a permit for a retaining wall.
Retaining walls not over 4 feet in height measured from the bottom of the footing to the top of the wall are exempt, unless the wall supports a surcharge (sloping backfill, a driveway, or a structure above) or impounds Class I, II or IIIA flammable liquids. This is the standard CBC 105.2 exemption. Any wall over 4 feet, or any surcharged wall of any height, needs a permit and engineering.
