Oakland requires a permit for a retaining wall.
Oakland skips the Building Permit for retaining walls that stand 4 feet or under, sized from the footing base up to the wall's highest point. That allowance disappears once something adds load behind the wall, or where the wall impounds liquids of Class I, II or IIIA.
