Do you need a permit?
Riverside requires a permit for general building work.
Riverside keeps a set of minor projects off the permit requirement. Detached single-story accessory buildings — a garden shed, a playhouse or something similar — qualify at 120 square feet or less. Fences qualify up to seven feet, though the Planning Division may still want to sign off on one placed in the front yard setback. Retaining walls qualify at four feet or under, footing base to wall top, provided nothing loads the ground behind them and no Class I, II or IIIA liquid is held back. A water tank resting on grade qualifies at 5,000 gallons or less where its height is no more than twice its diameter or width. Walkways and driveways qualify where they rise under 30 inches over the ground beside them, cover no basement or story underneath, and do not serve as an accessible route. Pool kits at a Group R-3 home qualify when the whole pool sits above ground, the water is shallower than 24 inches and the volume stays at 5,000 gallons or less. A wall-hung window awning on a Group R-3 or U building qualifies where it reaches out 54 inches or less and carries no separate posts. Backyard play structures at a detached one- or two-family home qualify. So does cosmetic finish work: paint, wallpaper, tile, floor coverings, cabinetry and countertops.
