Do you need a permit?
Riverside requires a permit for a retaining wall.
A retaining wall of four feet or less, sized from the footing base to the wall's highest point, needs no building permit, provided nothing adds load behind it and it holds back no Class I, II or IIIA liquid. That four-foot figure comes from the Building & Safety Division's permits page. The same division's Work Exempt from Building Permits handout uses three feet instead, measured the same way.
