Do you need a permit?
Sacramento does not require a permit for a fence.
Fences up to seven feet tall are exempt from a building permit, unless the work is within a design review or preservation district or involves a historic landmark. All proposed fencing is subject to Planning Division approval and applicable standards set forth in City Code Chapter 17.620 (Wall, Fence and Gate Regulations).
