Re-roof permit checklist — Sacramento, California

Assembled from Sacramento’s own published permit rules. Every line below is quoted from a city document and linked to it. Nothing here is generated, estimated, or inferred from another jurisdiction.

Do you need a permit?

Sacramento requires a permit for a re-roof.

When a permit is not required

Roof area covered by building integrated photovoltaic and/or solar thermal panels is not required to comply with cool roof requirements, while roof areas not covered by photovoltaic or solar thermal panels must comply. Exceptions and alternatives which may apply to low-rise residential re-roof projects with a roof slope equal to or greater than 2:12 (steep slope roofs) are: (a) mass roof 25 lbs. or greater (uncommon situation such as sod roof); (b) roof has at least R-38 ceiling insulation; (c) roof has a radiant barrier meeting the requirements of Section 150.1(c)2; (d) buildings that have no ducts in the attic; (e) R-2 insulation or greater above the roof deck.
