San Diego requires a permit for a deck.
For a building falling under the California Residential Code, a deck escapes the building permit requirement while it stays at 200 square feet or less, rises no more than 30 inches off the ground at any point, stands clear of the dwelling, and is not the landing for the required exit door. Cross any one of those four limits and a residential deck needs a permit.
