Do you need a permit?
San Diego requires a permit for a water heater.
Plumbing and mechanical permits are required for all plumbing and mechanical work except as exempted in San Diego Municipal Code sections 129.0403 and 129.0404. Exempt plumbing work includes stopping leaks in drains, soil, waste or vent piping where the pipe is not replaced with new material, clearing stoppages, repairing leaks in pipes, valves or fixtures, replacing exposed traps, and replacing plumbing fixtures in kind where no drainage, waste, vent or water supply piping is altered or replaced.
