Aurora requires a permit for a fence.

When a permit is not required

The city's Neighborhood Zoning Codes page states that a fence permit is not required for new or replacement fences. Aurora City Code § 22-135 is narrower: it exempts fences no more than 7 feet high, plus chain link fences. The DIY & Do It Right Home Improvement Handbook matches the code, listing fences as needing a permit unless they are less than 7 feet in height. A fence over 7 feet therefore needs a building permit. Whether or not a permit is needed, a new or replacement fence must meet the city's standards of construction and design and its location and setback requirements, and the residential fence height limits in Unified Development Ordinance § 146-4.7.9 Table 4.7-4 still apply: a maximum of 42 inches in front yards and on corner lots, and a maximum of six feet in side and rear yards, except that fences along arterial or collector streets may be up to eight feet.
