When a permit is not required

Orlando counts a water heater as a plumbing fixture, and plumbing work is named ineligible for the $7,500 residential permit exemption that Florida Statutes Section 553.79(1)(g) created effective July 1, 2026. The city carries the same carve-out in its exemption guidance, so the permit requirement is unchanged no matter what the swap costs.
