Re-roof permit checklist — Baltimore, Maryland

Assembled from Baltimore’s own published permit rules. Every line below is quoted from a city document and linked to it. Nothing here is generated, estimated, or inferred from another jurisdiction.

Do you need a permit?

Baltimore does not require a permit for a re-roof.

When a permit is not required

Replacing roof shingles and replacing roof tarring are listed as work exempt from permit. Other exempt items include interior finish work such as paint, wallpaper, tile, carpet, cabinetry and countertops; minor repair or patching of drywall or plaster; boarding of exterior openings with plywood; removal of debris except in cases of interior or exterior demolition; and installing a temporary door on a structure subject to a vacant building notice. An exemption is not permission to carry out work in a way that breaks the Code or any other law.

Listed because the city publishes a separate rule for each type — not because this project necessarily triggers one. Whether it does depends on your scope of work.
