Cincinnati does not require a permit for a re-roof.
At 1-, 2- and 3-family detached dwellings a permit is generally not required for roof coverings with no more than two layers of roofing material. If the property or building is designated as historic by the City of Cincinnati, a Certificate of Appropriateness is required.
