Cincinnati requires a permit for a retaining wall.
The Department of Buildings and Inspections' policy is that permits are not required for the erection of retaining walls or garden walls in residential districts when the difference in grade is not over 48 inches from the bottom of footing to top of wall and the walls are at least 5 feet from any adjoining building or lot line.
