Do you need a permit?
Eugene requires a permit for a shed.
The Accessory Buildings in R-1 handout (Form LU-231) states accessory buildings may be exempt from permits under the Oregon Residential Specialty Code when the floor area is 200 square feet or less and the wall height is 10 feet or less, or when the building is a one-story framed nonhabitable building of 500 square feet or less composed of a rigid framework supporting a fabric membrane; the No Building Permit Required handout (Form RB-428) states the exemption for nonhabitable one-story detached accessory structures as a floor area not exceeding 200 square feet and a height not exceeding 15 feet measured from grade plane to the average height of the highest roof surface. Permits are required when electrical, plumbing, or mechanical work is involved, and building code and local laws, ordinances, and rules still apply to exempt structures.
