Do you need a permit?

Salem requires a permit for a deck.

When a permit is not required

A porch or deck is exempt from a building permit when the floor or deck surface is not more than 30 inches above the adjacent grade measured at any point within 3 feet horizontally of the floor or deck, and, in the case of a covered porch, when the covered portion comes no closer than 3 feet to a lot line. The City’s exemption guidelines are based on the 2021 Oregon Residential Specialty Code, Sections R101.2.2 and R105.2.
