Do you need a permit?
Salem does not require a permit for a fence.
A building permit is not required for a chain link fence up to 8 feet tall or for a fence of any other material up to 7 feet tall. The City of Salem Guidelines Regarding Work Exempt from Permit state the exemption more narrowly: a fence is exempt when it is not acting as a swimming pool barrier, is constructed of wood, wire mesh, or chain link, and is under 7 feet in height, and a chain link fence may reach 8 feet only if it has no slats. Fences of every height remain subject to the zoning code’s height, location, and material standards.
