Do you need a permit?
Providence requires a permit for a retaining wall.
On the residential side, a building permit is skipped for retaining walls of 32 inches or less, sized from the lower finished grade to the wall's highest point, and only where nothing adds load behind the wall. Cast-in-place concrete is treated more strictly: past 24 inches those walls need a permit regardless. Engineered masonry wall systems are to go in following the manufacturer's instructions. Providence prints a commercial list on the same page with a different number — 4 feet, taken from the footing base instead, again subject to no surcharge behind the wall and no Class I, II or IIIA liquid held back.
