Knoxville requires a permit for a retaining wall.
A retaining wall may qualify for a building-permit exemption under Section R105.2 when it stands 4 feet or less, measured from footing base to wall top, and does not support a surcharge. Most projects still require application and review to confirm an exemption, and an exemption does not authorize work that violates the residential code, the zoning code, or other city ordinances.
