Replacement in kind of p-traps and fixtures with no change to the rough-in does not require a permit, except that a permit is required for the replacement of boilers and water heaters. Repairs or repiping on single-family or duplex premises not exceeding $1,000.00 in value, excluding gas piping, also do not require a permit.
