Do you need a permit?
Plano requires a permit for a retaining wall.
Retaining walls stay off the permit list at 4 feet or under, so long as nothing adds load behind them. The two Plano sources measure that 4 feet differently. The Residential Fence Permit - Requirements handout runs it from grade to the wall's highest point, and it also withdraws the exemption where the wall holds back a Class I, II or III-A liquid. Ordinance No. 2025-6-15, which adopted the Residential Code of the City of Plano, starts the measurement at the footing base instead and says nothing about impounded liquids.
