Do you need a permit?
San Antonio requires a permit for a retaining wall.
A retaining wall is exempt from a permit when it stands 4 feet or less along its entire length, gauged from grade at the wall face up to the wall high point, and where nothing adds load behind it and no Class I, II, or IIIA liquid is held back. On an established residential lot, a wall 4 feet or less remains exempt when the only load behind it comes from a fence that is not made of pre-cast concrete or CMU block, although a fence permit is still required. A separate tree affidavit or tree permit may still apply.
