Cedar City requires a permit for general building work.

When a permit is not required

Cedar City's FAQ says a building permit is generally needed for any structural, electrical, plumbing or mechanical change, or changes to walls or floors - including occupancy changes, commercial renovations that alter room layouts or fixtures, accessory structures over 200 sq ft or with more than one story or with footings, foundations, electricity, plumbing or mechanical fixtures, electric and gas meter upgrades and installations, solar PV installations, mechanical equipment upgrades and replacements, retaining walls over 4 feet as sized from the footing base, and new commercial or residential buildings. Remodels and basement finishes require a permit. Non-structural cement flat work does not. For the full exemption list the city points readers to the 2021 IRC R105.1/R105.2 and 2021 IBC 105.1/105.2.
