Kaysville requires a permit for a re-roof.
A permit is required for residential re-roofs that require stripping (tear off) of the old roofing. Two official city pages give different start dates for this requirement and both are preserved: the Building Permits page (https://www.kaysville.gov/182/Building-Permits) says 'Starting January 1, 2010, Residential Re-roofs that require stripping of the old roofing', while the Roofing Requirements page says Kaysville City started requiring building permits for all roofs requiring a tear off of the old roofing starting January 1st 2020. The Roofing Requirements page is treated as primary for roofing detail. That page also states requirements drawn from the adopted residential code: ice barriers per IRC R905.1.2, drip edge per IRC R905.2.8.5, and sheathing per IRC R905.2.1, with the city interpreting 'solidly sheathed' as plywood or OSB with no more gap than required by the manufacturer.
