When a permit is not required

Provo publishes no deck exemption at all. The City's project guidance for decks says only to apply for a building permit, with no height-above-grade, no floor-area, and no attached-versus-detached carve-out. Provo's single published permit trigger is a quotation of 2021 IRC Section R105.1 in its building FAQ; the City does not reproduce or reference the R105.2 exempt-work list, so no numeric deck threshold can be attributed to Provo. There is no deck handout in Provo's Building Resources or Project Requirements document libraries.
