When a permit is not required

IMPORTANT SCOPE LIMIT: the only re-roofing approval requirement Provo actually publishes applies to historic properties, and this entry should be read as narrow. For a property listed in the Provo Landmarks Register, no alteration of the exterior appearance may be made until a Certificate of Appropriateness has been approved by the Landmarks Commission or Commission staff, and 'Roof replacement or re-roofing' is expressly named in the list of alterations requiring that certificate. For an ordinary non-historic Provo home, Provo does not publish any statement that a re-roof requires a building permit, does not publish any repair square-footage or single-layer exemption, and has no roofing handout, checklist, or fee line item anywhere in its Building Resources, Project Requirements, or Consolidated Fee Schedule. The Building page's project guidance covers many project types but has no roofing section. Provo's general permit-trigger FAQ quotes 2021 IRC Section R105.1, which reaches repair and alteration work, but Provo never applies that to re-roofing in print. Treat the general-case permit requirement as unverified and confirm with the Building Division at (801) 852-6428.
