Do you need a permit?
Provo requires a permit for a fence.
Provo City Code 14.34.500 (Fencing Standards for Residential Zones) sets a clean threshold: structural fences seven feet or less in height do not require a building permit, and structural fences over seven feet in height require a building permit from the Building Inspection Division. Subsection (c) allows walls and fences in a rear yard to exceed seven feet provided a building permit is obtained first. Separate zoning height limits still apply below the permit threshold: front yard sight-obscuring fences are capped at three feet; front yard non-sight-obscuring fences (at least 50% open) at six feet; side yards at seven feet; corner-lot side yards adjacent to public streets at seven feet, subject to clear vision area requirements; and private driveway or subdivision entryways at six feet, with pillars permitted to extend up to eighteen inches above the fence height. Permitted materials are limited to lumber, vinyl, chain-link, masonry, wrought iron and decorative metal, vegetation or similar; pallets, scrap metal and tarps are prohibited. Zone-specific fencing standards exist elsewhere in the code (including sections 14.49A.170, 14.15.180, 14.50(6).210, 14.50(8).150 and 14.50(10).200) and may differ from 14.34.500 for a given property, so the seven-foot rule is the general residential-zone rule rather than a universal one.
