Adding or changing electrical systems requires a permit, including in interior remodels. The exempt list covers listed cord-and-plug connected temporary decorative lighting, reinstalling attachment plug receptacles (but not the outlets for them), replacing branch circuit overcurrent devices of the required capacity in the same location, wiring and equipment operating under 25 volts that cannot supply more than 50 watts, and minor repair work such as replacing lamps or plugging approved portable equipment into approved permanent receptacles.
