Springville requires a fence permit before construction begins. Note the two official sources do not line up: the Community Development fence regulations page requires a permit for fences generally and caps height at 4 feet in front yards and corner side yards and 6 feet in other side and rear yards (4 feet with 50% transparency in clear sight triangles, with a 6-foot allowance for see-through wrought iron of at least 70% transparency set one foot behind the sidewalk on corner side yards), while the Building Division's work-exempt-from-permits handout states that fences up to 7 feet tall are exempt from a building permit. The fence regulations page is the primary source for the fence permit itself; the exempt list speaks only to the building permit.
