Washington requires a permit for a retaining wall.
Washington City's published retaining wall provision is City Code 10-5-9 (Title 10 Subdivision Regulations, Chapter 5 Improvements Required), which governs rockery walls. Rockery walls three feet high and greater, measured from the ground surface to the top of the uppermost rock layer, require a permit issued by the Washington City Public Works Department before construction, unless the wall was included and approved on the engineered construction drawings for the subdivision. An individual rockery wall may not exceed eight feet, or as limited by the international building code, whichever is most restrictive. The city website does not publish a separate Building Department retaining wall handout, so this is the only official retaining wall threshold located.
