When a permit is not required

The city's Permit Requirements page applies a residential permit to fences greater than 6 feet in height. The Virginia Construction Code (13VAC5-63-80, Section 108.2) exempts fences of any height from a building permit unless the fence is required for pedestrian safety under Section 3306 or is used as the barrier for a swimming pool, and exempts concrete or masonry walls up to 6 feet above finished grade, with ornamental column caps permitted to extend above that height. The city's poster 'Thinking about adding a fence or shed to your property?' advises that zoning requirements still apply even when a building permit is not required.
