Do you need a permit?
Alexandria requires a permit for a water heater.
Ordinary repairs exempt from a permit under Section 108.2 of the Virginia Construction Code include replacement of plumbing fixtures and well pumps without alteration of the water supply and distribution systems, sanitary drainage systems or vent systems, and replacement of mechanical appliances that are not fueled by gas or oil in Groups R-3, R-4 and R-5 and in Group R-2 where serving a single-family dwelling.
