Fairfax County does not require a permit for a re-roof.

When a permit is not required

Replacement of roof shingles on a home does not require a permit in Fairfax County, and neither does replacement of less than 256 square feet (9 boards) of roof plywood, unless the plywood is required to be fire rated, such as townhomes. Re-siding with similar material is also exempt.
