Do you need a permit?
Fairfax County requires a permit for a water heater.
Under Section 108.2 of the Virginia Residential Code, replacement of mechanical appliances in Groups R-2, R-3, R-4 and R-5 is exempt from a permit only when the appliance is not fueled by gas or oil; a gas water heater replacement is not exempt, even as a like-for-like swap.
