Do you need a permit?

Tacoma does not require a permit for a re-roof.

When a permit is not required

Tacoma Municipal Code 2.02.540, the city's amendment to IRC Section R105.2, lets a single family home or duplex be reroofed without a building permit. The old covering has to come off first, and three conditions follow. The replacement material has to weigh 2.5 pounds per square foot or less; a vegetated roof instead has to match the weight of the roof it replaces and must have been approved under a building permit when it first went in. The roof framing has to stay as it is. And the building cannot be of unreinforced masonry construction. Skipping the permit is not license to build something that breaks the code or any other law or ordinance of the jurisdiction.
