Do you need a permit?
Tacoma requires a permit for a retaining wall.
Tacoma Municipal Code 2.02.540, the city's version of IRC Section R105.2, leaves retaining walls of 4 feet or under out of the building permit requirement, height being taken from the footing base up to the wall's highest point, and only where nothing surcharges the wall. A separate exemption at Tacoma Municipal Code 2.19.030.F covers the Site Development permit: digging below finished grade for the footings of a retaining wall already covered by a valid building permit does not trigger one, unless the site falls in a Critical Area under Tacoma Municipal Code Chapter 13.11. That second exemption has limits. It does not reach fill placed from the excavated material, it does not reach an excavation left with more than five feet of unsupported height once the structure is finished, and it does not reach grading beyond 50 cubic yards. Recognized Engineering Practices govern the work either way. Skipping a permit is not license to build something that breaks the code or any other law or ordinance of the City of Tacoma.
