SECTION 201: CLEARING AND GRUBBING
201.1 Description
This Work consists of clearing, grubbing, scalping, removing, a nd disposing of vegetation and debris. This Work includes p rotecting vegetation designate d to remain and removal or control of all State-listed noxi ous weed species identified in the Contract. Scalping includes the removal of Material such as brush, roots, sod, stumps, and the residue of agricultural crops.
201.2 Materials
201.3 Construction Requirements
201.3.1 General
The Department will establish Right of Way lines, Construction limits, and designate trees, shrubs, plants, and other items to remain. The Contract or shall comply with Section 620, “Selective/Non-Selective He rbicide Application” for herbic ide application. The Contractor shall remove and dispose of all refuse and non-o rganic Material from within the Project Limits. Sur face debris, trees, stumps, root s, organic matter, and other obstructions that can be chipped or broken down to an appropria te size and r eadily blended into the topsoil during final st abilization may remain within t he Project limits. When approved by the Project Manager, the Contractor may leave undisturbed st umps and other solid objects within the Roadway Prism that do not extend more than six (6) i nches above existing ground and will be at least four (4) ft below the finished Subgrade el evation. The Contractor shall backfill and compact Material placed in stump holes and other v oids in accordance with Section 203.3.5, “Embankments.” The Contractor shall prune low-hanging branches from trees or shrubs designated to remain and prune overhanging tree branches to provide a clearan ce 20 ft above the Roadway surface. Pruning of trees and shrubs shall be performed in acc ordance with American National Standards Institute (ANS I) A300 Standard Part 1 Prunin g. The Contractor shall confine operations including dragging, pil ing, and burning of debris to Department approved areas. The Contractor shall remove or control all State-listed Class A noxious weed species within the Right of Way Project Limits as identified in the Con tract in a manner that prevents their re-growth and spread. Herbicide use shall comply with al l applicable Federal, State, County and Municipal regulations and ordinances.” The Contract or shall comply with Section 620, “Selective/Non-Selective Herbicide Application” of the cur rent New Mexico State Department of Transportation St andard Specifications for Highwa y and Bridge Construction for herbicide application. 201.3.2 Salvageable Timber
The Contractor shall fell and cut timber (to the specified leng th) in accordance with the Contract. The Contractor shall stack cut logs as directed by t he Project Manager. The Contractor shall scalp befor e excavation or placement of Em bankment and remove organic Material under pipe Culvert bedding, regardless of Emba nkment height.
201.3.4 Removal and Disposal of Material
The Contractor shall remove from the Right of Way, Materials th at cannot be safely and properly disposed (burned or chipped) of within the Project, an d dispose at locations outside the Project. The Contractor shall obtain written permission from the owners of property used for debris Material disposal. The Contractor shall burn Materials: 1. In accordance with applicable laws and regulations; 2. Under the constant care of competent watchmen; and 3. Without damage to items designated to remain on the Right of Way, surrounding property, or vegetative cover. The Roadway and adjacent areas shall have a neat and finished a ppearance after any removal and disposal of Material. The Contractor shall not acc umulate flammable Materials on or adjacent to the Right of Way.
201.4 Method of Measurement
Clearing and grubbing will be measured as a Lump Sum unit.
201.5 Basis of Payment

201.5.1 Work Included in Payment
The Department will consider the following Work as included in the payment for Clearing and Grubbing and no separate payment will be made: 1. Obtaining disposal locations and in mak ing the disposal; 2. Material and Material placement and compaction to fill stump holes and other voids; 3. When clearing and grubbing is not established as a pay item; 4. Herbicide applied for noxious weed control; and 5. Delivery to storage site i f required of salvageable timber.
