Birmingham requires a permit for general building work.

When a permit is not required

A permit is not required for surface and finish work in single family residences, meaning paint, wallpaper, floor coverings, cabinetry and countertops; accessory structures for one- and two-family dwellings less than 200 square feet when approved by the Planning Division; repair or replacement of roof shingles, roof covering, gutters and downspouts on one- and two-family dwellings and townhouses outside Historic and Design Review Districts; retaining walls under 3 feet high, with height taken from the footing top; backyard play structures; and racks, cases and counters that are movable rather than fixed in place. Swimming pools do not require a building permit, but a site plan and Zoning approval are required before work starts and electrical and plumbing permits and inspections still apply.
