Do you need a permit?
Birmingham requires a permit for a re-roof.
Repair or replacement of roof shingles or roof covering, gutters and downspouts on one- and two-family dwellings and townhouses does not require a permit, except that one- and two-family dwellings and townhouses in Historic or Design Review Districts do require a building permit. Repair of commercial roofing, including gutters and downspouts, is exempt only where the repair does not change the type of roof material; changing the type of roof material requires a building permit.
