When a permit is not required

Mesa City Code Section 4-1-4(B)(1) sets out the work the city allows without a building permit; decks are not on that list. The listed categories cover small detached accessory buildings, certain fences and walls, oil derricks, grade-set water tanks, flatwork, interior finish work, temporary sets and scenery, small above-ground pools, agricultural shade cloth, play structures, window awnings, low movable partitions, like-for-like roof covering replacement, records verification for a Certificate of Occupancy where only a name changes, and light pre-manufactured patio covers and fabric shade structures. Several entries carry site conditions as well: the property must fall outside the Desert Uplands Development Standards, outside a Historic Preservation Overlay District, off any site designated a historic landmark, and off a public easement. The list is not closed, because Section 4-1-4(B)(1)(q) lets the Director treat other minor work as exempt. No exemption authorizes work that violates the Mesa Administrative Code, the technical codes, or any other laws or ordinances of the City.
